In a large Dutch oven, braise 2 lamb shanks (approximately 1.5 kilograms total) with 1 diced yellow onion, 4 minced garlic cloves, 1 bay leaf, and 6 cups of beef broth for 3 hours over low heat until the meat is fork-tender, then cool the shanks and shred the cooked lamb meat from the bones, yielding about 400 grams of shredded lamb.

In a medium bowl, combine the 400 grams of shredded lamb meat with 0.5 cup (60 grams) of all-purpose flour, 1 large beaten egg, 1 teaspoon of smoked paprika, 0.5 teaspoon of garlic powder, 0.5 teaspoon of salt, and 0.25 teaspoon of black pepper, mixing until well combined, then form the mixture into eight small patties or fritters.

Pat dry 300 grams of haddock fillets and season them with 1 teaspoon of Old Bay seasoning, then dredge each fillet in 0.25 cup (30 grams) of all-purpose flour, dip into 1 beaten egg white, and then coat thoroughly with 1 cup (120 grams) of panko breadcrumbs.
